Once the tip of the blade is aimed at the target, electricity generates around the blade before sending out a beam like bolt of lightning forward. If it hits the opponent, it will not cause damage, but paralyze them for one post if the user's attack is at least twice the amount of the target's defense. If it strikes an electrical device, it will knock it out for one post.

If it hits electrical devices, it will knock it out for one post.

[It's a big deal to completely take away the mobility of a character for an entire post. You should make it so you are required to have a considerably higher attack stat than your opponent's defense stat for this to work. (At least 200%). This applies to your second technique as well.]
