The combat guide says that DF skill slots will have to be sacrificed in order have non-df skills. Does that mean that everyone only gets one skill set? If so what is the rational behind that.
A suggestion if ^ that is how things are, have a primary and secondary skill set where the 2nd has fewer techniques.
Say I have a technique that freezes, doesn't do damage, can it effectiveness on freezing judged on defense?

The rationale behind having a single fighting style is that if you fight using multiple fighting styles... then using combined fighting styles is your fighting style. The reason why I have not separated fighting styles is because when you look at canon One Piece, rarely do you ever see a fighting style that would need to be categorized in two different skillsets. In fact, off the top of my head, I can't think of a single character who has two such distinct ways of fighting that makes it worth categorizing in two technique pages.
As for any technique that doesn't do damage, as long as you mention in the technique description that the technique's effectiveness is based on your defense, it is good.

Most of the examples of fighting styles separation are implied. I'll present a few things we have seen.
People who are known use a certain weapon and then later forgo the weapon. Marco and Blackbeard in the past used a sword and and claw respectively. Of course they can steal use these weapons but now are both physical fighters and use their DFs.
Baron Tamago: Uses kicks and and sword (one combo style) when his DF activates and he "evolves" he uses knives. You could argue that he can use the knives in his base form, but he doesn't hasn't. His "style" would require the form his df gives him perhaps because of whatever advantages or appendages the form gives him.
Zoan users. Jack & Drake I'll be honest both are going to have much bigger fights/reveals later. But for now we have seen them both fight both opted not to use weapons while using their dfs
Buggy's use of his df could easily be separated from his use of bombs and bades
HYPOTHETICALLY Lets say Ussop or someone on this very site gets a DF after leveling up high. Ussop would still be a marksman his DF might even directly impact his fighting style.
What becomes of person fighting style when they get a DF later in leveling
(Sabo was just capable of using the style that got him to the lvl he is at w/o a DF, even though he has the DF now.)

None of these points make me see the worth in having two different fighting styles. In each case, the user of the fruit has a combination of their devil fruit and their natural abilities combined in some way, past styles (example Blackbeard) notwithstanding. If someone gains a devil fruit during their journey, they will have the option to either completely remake their skills, or change them to incorporate their devil fruit abilities.
Think about how much more work it would be for me to have to grade two separate styles too, when there's really no need for them.
