Devil Fruit: Kilo Kilo no Mi
Devil Fruit Type: Paramecia
Devil Fruit Appearance: A very, very strange looking gourd, yet equally curvaceous. If one were fruitsexual, it'd be the sexiest of gourds, with a long, long stem that seemed to possess an hourglass figure of its own only to reveal a bodacious body colored tan around the stem and blue along its base, with little orange spots covering its frame.
Devil Fruit Description: The Kilo Kilo no Mi is a Paramecia-type Devil Fruit that allows the user to change their weight from 1 to 10,000 kilograms without affecting the his or her mass or overall size, instead changing the force of gravity upon the user's body. The user, however, is unaffected by the gravitational force itself, capable of moving normally.
Devil Fruit Passive Abilities: Neither Mazin's Devil Fruit or his style of combat grant him any stat-altering bonuses, although the mixture of both does present its own uses and conveniences that are useful for Roleplay and flavor purposes, which are listed below.
Lightweight Movement: Occurs naturally when weight is lowered. While in use, his jumps become as if he jumped in lower-gravity, sending him off to massive heights at great speed. For better or worse, any force at all could send him flying while lighter, really. He can, however, walk on fragile surfaces without worry, climb up twigs, and make it across quicksand without much problem. He can even walk or run across water, a feat only normally possible if a human had enormous feat to distribute their weight, or if he or she moved at incredible speed. Although, if submerged, hes still as screwed as any other Devil Fruit user.
But what if you need a little dangerous activity to get your jollies? Well – a pressure plate designed to trigger when someone steps on it? Unless it was meant to detect a kitten, he won’t set it off. Nor would his movement leave much in the way of tracks or sound. He could even safely walk on top of a group of nails when nearing weightlessness. Of course, good luck stomping out that massive bug you just found while in such a state…
Heavy Movement: And that’s where this comes in. While heavy, the user of this fruit seems to not suffer much in the way of fall damage, which is mighty convenient because everything below certainly does. Never again will you need an elevator to get down from your luxury suite...Oh wait. Oops.
The flip side to lightweight movement applies here. While the user may still move normally, any time in the air under what is essentially high gravity conditions is going to send him plummeting back down in no time at all. Increased weight can be a plus, though. Do you embrace your time as a Sumo Wrestling God (til Ton Ton Fruit or Giants drop by -cry-), or do you find some poor animal to serve as your mount while you weigh 10 tons? That’s as much as the second lightest Colossus!
In all seriousness, being heavy may make him pretty difficult to move if he doesn't want to, let alone be lifted by someone who isn't physically trained. And if you need to catapult someone some distance away out of combat -- why, make the boy jump on the other side!
Limited Flight: One already familiar from canon. By using an object like a balloon, umbrella, or widespread cloth, a Lightweight Mazin may float and/or glide in the air.
Unnatural Balance (Tier 2): As a result of manipulating one’s weight, balance is something that can always be kept in mind. While the user can still move normally under a high-gravity environment, his or her surroundings, most importantly what is being walked on, are still a factor. Standing on the handrails of a ship while heavy makes for a good training exercise for this, for instance, and as a result, Mazin is a tight-rope champion.
Fighting Style: Mixed Martial Arts (main base: Rokushiki)
Specialization: Mostly Melee, Some Ranged
Description: This fighting style works primarily from Rokushiki’s base with other things Mazin picked up along his travels or through experimentation. His Devil Fruit’s weight manipulation ability lends itself toward some concepts better than others, though. For instance by decreasing his weight, and thereby weakening the force of gravity on his body, he can perform Geppou with incredible efficiency, especially in combination with Soru, making Mazin a highly proficient mid-air combatant.
Most importantly, though, is being heavy in particular is a huge advantage for martial arts, enough so that despite Mazin’s young age, hes been able to keep up with opponents far more well developed than him. Putting your weight into a blow can be given a whole new meaning with this Fruit.

Description: Using Soru, Mazin charges in towards his opponent, stepping in on one side (prefers his right) he slows down to the point that he appears as a blur off on one side. He then throws a feint with one fist from that side, only to follow with a forward strike from the other. For untrained eye it would appear as if both “attacks” hit at the same time, although the feint is only an afterimage.

When used on others, Mazin offers various forms of encouragement ranging from a physical push while fighting alongside them to pointing out environmental opportunities or an opponent’s weaknesses.
Flying Finger Gun: Illusory Revolver

Description: Mazin leaves behind a horizontal “firing line” of afterimages and then circles around an enemy while using Soru, unleashing a flurry of punches at the enemy at the same speed as a Shigan to create projectiles of compressed air that appear to come from all directions.

Description: Mazin attempts to get his opponent high into the air, whether by knocking them up by uppercut, a series of feints, or simply leading him/her up. However this is accomplished, he then latches himself onto his opponent with the aid of a collection of steel wire and turns both himself and his opponent headfirst toward the ground as they begin to spin in the air while he activates his Devil Fruit power, sending them both plummeting down to the ground with tremendous force. Upon crashing down, he appears relatively unphased, though.
In short, Kilo Kilo no Mi enhanced Izuna Drop. If opponent is too large, well, we’ve all seen that falling is plenty destructive on its own, even if inaccurate.

Excellently balanced techniques, and LOL. Love the references, especially the 10-ton balloon hammer.
Had to strain my eyes to find something to correct, for without asking for corrections, I couldn't very well hold my title of "your friendly neighborhood tyrant", could I?
Only two things I noticed so far.
Tekkai/Iron Body: You forgot to include durations for this. Unless it's only meant to last against a single attack, in which case, clarify that the immobility applied to you is either during the use of that technique or for however long afterward.
Jawbreaker/Backbreaker: While the Butt-shigan is bloody awesome (not literally, I hope), I hope that the "OHKO" is only there for comedic purposes, and not accurately describing the technique's offensive prowess. After all, how easily you knock someone out will be determined by the difference in your attack vs their defense.
Everything else was very well-balanced and worthy of a gold star, if I had one to give.

Technique Description: Temporarily raises evasiveness by a great degree, although it greatly decreases both his defensive capability and his ability to retaliate. (Reflex +90%, Defense -50%, Attack -40%).
A strange take on mixing his Devil Fruit’s power with the supernatural power of Rokushiki’s “Kami-e.” While normally being almost completely weightless does not affect his normal movement, Kami-e’s “floating” in his case places the same weightless effect on his body as it would in mid-air even on the ground, where even small movements can send him a good distance. As such, Mazin’s body may move not only as though it were paper around an attack, but also “glide” around at sudden speeds that may be on par with Soru.
Headsplitter
Technique Level: 40
Technique Range: 400m
Technique Cooldown: 5 posts
Technique Description: A mixture of Soru and Geppou. Mazin seemingly disappears in the air, becoming difficult to follow until he reappears at various angles above his opponent, feinting a couple times before attempting to deliver a kick to their head / upper body. Reflex increases by 20%, but he is vulnerable to damage at the same time, with Defense falling by 20% until Mazin’s next post.

Technique Description: Mazin’s skin becomes like iron at the price of him becoming immobile after the effect kicks in. Temporarily increases defense by 50%, and rather than just serve as shock absorption, will also damage the target if direct contact is made.

When initiating this technique, he will usually aim several Rankyaku at a few distances and directions toward his opponent, or strike his opponent with a flurry of Shigan from various angles. For up to three posts, his Reflex increases by 30% and his Attack increases by 20%, but his Defense falls by 30%, as doing this while nearly weightless makes him vulnerable at the same time.
Any other techniques used while in this “mode” of sorts that rely on Soru and Geppou that normally have stat changes to represent actions have their effects negated, given they are already in use here. After exiting this “mode”, he will then become winded, suffering a -20% to his Reflex for the next 1-3 posts, depending on how long he was at it.

Technique Description: Grabbing a nearby opponent around the neck, Mazin hops upward to attempt to push them down with an immense weight and knee them in the jaw on the way down. Alternatively, he can attempt to thrust with heavy-weight Shigan from behind for similarly heavy damage to the back.

Falling headfirst...not the fondest of ideas.

As much as I love the homage to Usopp's 10-ton hammer, I hope you realize that you're essentially giving up an LT slot for something which you could potentially passively do anyway (since it requires your opponent's approval, and grunts don't really matter so you could do it to grunts anytime without the use of techniques). In any case, I'm approving this, but if you decide that you want to replace Pulverizing Hammer with another technique, let me know and I shall unlock the thread.

The flip side to lightweight movement applies here. While the user may still move normally, any time in the air under what is essentially high gravity conditions is going to send him plummeting back down in no time at all. Increased weight can be a plus, though. Do you embrace your time as a Sumo Wrestling God (til Ton Ton Fruit or Giants drop by -cry-), or do you find some poor animal to serve as your mount while you weigh 10 tons? That’s as much as the second lightest Colossus!
In all seriousness, being heavy may make him pretty difficult to move if he doesn't want to, let alone be lifted by someone who isn't physically trained. And if you need to catapult someone some distance away out of combat -- why, make the boy jump on the other side!
Limited Flight: One already familiar from canon. By using an object like a balloon, umbrella, or widespread cloth, a Lightweight Mazin may float and/or glide in the air.
Unnatural Balance (Tier 2): As a result of manipulating one’s weight, balance is something that can always be kept in mind. While the user can still move normally under a high-gravity environment, his or her surroundings, most importantly what is being walked on, are still a factor. Standing on the handrails of a ship while heavy makes for a good training exercise for this, for instance, and as a result, Mazin is a tight-rope champion.
Fighting Style: Mixed Martial Arts (main base: Rokushiki)
Specialization: Mostly Melee, Some Ranged
Description: Taught to Mazin while he was with Orion, this fighting style works primarily from Rokushiki’s base with other things he picked up along his travels or through experimentation. His Devil Fruit’s weight manipulation ability lends itself toward some concepts better than others, though. For instance, by increasing his weight and bracing himself he could form an incredibly strong Tekkai, and decreasing his weight, thereby weakening the force of gravity on his body, would greatly enhance the effect Geppou, especially in combination with Soru, making Mazin an excellent combatant in the air.
Most importantly, though, is being heavy in particular is a huge advantage for martial arts, enough so that despite Mazin’s young age, hes been able to keep up with opponents far more well developed than him. Putting your weight into a blow can be given a whole new meaning with this Fruit.
