Description: Fishman Karate is a martial art that is practiced by certain skilled members of the fishmen race; it is noted that humans can also learn the fighting style, however, human cases are pretty rare. Rangoon is specifically a piranha fishman, which grants him sharp teeth, a powerful jaw and the ability to smell blood from 5 meters per level. The true power of fishman karate lies on the usage of the fish characteristics in the user's body and the ability to manipulate water. This water manipulation can even be sued to throw shockwaves through the vaporized air to hit enemies. The user is also abel to combine his techniques with haki to make some strong attacks including some based on Haoshoku haki.

Tairuburēka - Tile Breaker
Technique Level: 1
Technique Range: Melee
Technique Cooldown: 2 posts
Technique Description: Rangoon attacks the enemy with his fist like a normal punch, however, he generates a shockwave which moves through the enemy's body dealing light internal damage. This punch is known to be strong enough to break 10 tiles with ease.
Piasutairu - Piercing Tile
Technique Level: 1
Technique Range: Melee
Technique Cooldown: 2 posts
Technique Description: The user throws an attack towards the enemy, usually his stomach. The attack, however won't use Rangoon's fist, but instead his fingers, by extending his fingers and creating a little shockwave, he is able to cause light internal damage.
Mizu no Dangan - Water Bullet
Technique Level: 20
Technique Range: 200 meters
Technique Cooldown: 2 posts
Technique Description: The user gathers some liquid drops on his finger. He then swipes his hand pointing at the enemy to throw the drop towards him. This drop will act just as a normal bullet because of the speed it moves in and will deal physical light damage.
Tairu-kiri - Tile Thrower
Technique Level: 40
Technique Range: 50 meters
Technique Cooldown: Once per post
Technique Description: The user throws a quick shockwave with his palm towards the enemy. This shockwave is quick but weak which will deal external light damage and will only simulate a palm attack from Rangoon. This will knock them back around 2 meters. Because of the simple technique this is and the low range it has, it is easy to perform several times which is why it can be used without resting it too much.
- Medium Attacks:
Tairubendā - Tile Bender
Technique Level: 1
Technique Range: Melee
Technique Cooldown: 5 posts
Technique Description: The user attacks the enemy with both arms in a fist form. However, both fists will stop 1 inch before touching the target and will release a powerful shockwave which will throw the enemy 5 meters away and deal medium internal damage. This punch is powerful enough, not to break a tile, but instead to bend more than a single tile making them form a curve shaped tile.
Pirania Taihō - Piranha Cannon
Technique Level: 20
Technique Range: 200 meters
Technique Cooldown: 5 posts
Technique Description: Rangoon can use his powerful jaw to quickly open his mouth and bite the air. This happens very fast though it can be indeed noticed by the human eye. Once this is done, Rangoon sends a wind current and a shockwave together towards a single target. Once it reaches the target, the attack will essentially mimic the damage of a bite which will pierce in the enemy's flesh and leave tooth marks. This deals physical medium damage since it's not as strong as a normal bite from Rangoon.
Fisshusunaipā - Fish Sniper
Technique Level: 40
Technique Range: 400 meters
Technique Cooldown: 5 posts
Technique Description: Rangoon drinks some water but doesn't swallow it. After aiming with his sigh towards a target, he is able to spit the water with enough strength to give it the power of a sniper shot and pierce through anything in its way dealing medium damage. This also ignores any devil fruit passive only during the shot because of its water nature (Rangoon's strength stat must be at least 125% of the enemy's defense stat to ignore devil fruit passives).

Technique Description: By using his enhanced jaws, Rangoon is able to bite the enemy strong enough to pierce their flesh and even, when used with enough strength, break bones.
Hōsuihō - Water Cannon
Technique Level: 10

Technique Description: Rangoon uses fishman jujutsu to grab some water and create a water sphere in his hand. This can also be used by grabbing the vaporized water in the air. Once the water sphere is done, Rangoon will dash towards the enemy and slam the water sphere on their stomach (or another part of the body). By sending a shockwave, the user is able to cause heavy internal damage towards the enemy and knock them 10 meters back with ease. This attack will nullify any devil fruit passive or ability because of the water being used (attack stat must be 100% of the enemy's defense minimum to ignore devil fruit passives).
Pirania no Shōgekiha - Piranha Shockwave
Technique Level: 40
Technique Range: 400
Technique Cooldown: 10 posts
Technique Description: With fishman jujutsu, Rangoon is able to grab a water sphere from any water surface. He then throws it at a very high speed towards it target and makes it quickly shape into a head sized piranha which can follow the enemy if it's used underwater. When the piranha reaches the target, it releases a shockwave which was created before it was thrown, dealing Heavy internal damage to the target and knocking them back around 10 meters. This will also negate any devil fruit passives during the attack because of its water nature and shockwave which is immune to anti-blunt attack passives (attack stat must be 100% of the enemy's defense stat to ignore devil fruit passives. Blunt immune passives are always ignored however because it's not a blunt attack).

Technique Range: Up to five meters from the user

Technique Description: Rangoon uses his Haoshoku haki by looking at a specific direction. When he looks at his targets, he is able to create a strange fear aura which will make anyone in the targeted area feel heavy and full of fear. This is also considered some sort of spirit punch which will not deal any type of physical damage, but instead mental damage by making the enemy's mind and body essentially tired. This attack uses the willpower stat instead of the strength stat.
U~ōtāsupia - Water Spear
Technique Level: 20
Technique Range: 200 meters
Technique Radius: 5 meters
Technique Cooldown: 20
Technique Description: Rangoon needs to be in a water body at least as big as a 10 cubic meter pool. Rangoon starts moving the water around him like a whirlpool. This whirlpool is strong enough to at least slow down any ship in the 200-meter area but deals no damage and will allow them to keep moving, just a bit slower. After having the water move in a circle around him, Rangoon throws it in the air creating some sort of water pillar which moves with Rangoon inside of it. The Water Spear moves towards the air first without separating from the water body and then descends with a very strong destructive force and Rangoon in the front of the attack. This attack is highly destructive. This attack has destructive effects depending in the following comparison between Hull stat (defense) of the ship and Rangoon's attack stat.
Hull Stat <20% of Rangoon's Attack = Full destruction of a ship.
Hull Stat between 20% and 50% of Rangoon's Attack = Full Piercing of the Ship. The hole is 3 meters radius.
Hull Stat between 50% and 120% of Rangoon's Attack = Heavy damage such breaking the top floor of the damaged area.

Again, Rangoon, I'm so sorry you had to recreate these. That being said, I've graded these with utter impartiality, of course, despite the fact that I owe you one.
Some corrections that would help:
1. For Fish Sniper, it cannot necessarily penetrate through DF passives. Though sea water is indeed a weakness for DF users, it doesn't entirely negate their abilities. (As seen when Luffy fights Hordy). What I would recommend is that you include a stat requirement for yourself. Let's say that your attack has to be at least 125% of the defender's defense stat to completely penetrate through their DF passives.
2. For Water Cannon, same as the one above. Except since its a heavy attack, your attack only needs to be 100% of the defender's defense stat to completely ignore their DF passives.
3. For Piranha Shockwave, same as comment #2.
4. For Water Spear, use the following stat comparisons instead:
Hull Stat <20% of Rangoon's Attack = Full destruction of a ship.
Hull Stat between 20% and 50% of Rangoon's Attack = Full Piercing of the Ship. The hole is 3 meters radius.
Hull Stat between 50% and 120% of Rangoon's Attack = Heavy damage such breaking the top floor of the damaged area.
Hull Stat > 120% of Rangoon's Attack = Wet floor.
