With dark bags under his large, pale eyes, and his pink hair in an uneven mess, he fits right into the gutters and alleys one would find him. Underneath his tattered clothes, numerous old scars over his body, but the most poignant is the dragon hoof brand on his back.

Only the memory of his late mother, the only kind figure in his life, prevents him from simply dying.
He barely considers himself human, avoiding people as much as possible, and scavenging garbage to survive. While he does like kind figures, he's so utterly broken he can't comprehend anyone showing him genuine kindness. He grows fearful around people, especially if they're nice to him.
Due to trauma in his youth, he's sickened by anything sexual, causing him to feel uncomfortable around the fairer sex. He's gotten used to eating discarded food, that he almost finds the concept of eating actually good food to good for him.

From the beginning, Morgan's life was a terrible existence. His father was royalty, his mother one of his slave brides. This wouldn't be so bad if his father hadn't decided to emulate the ruthless and cruel Celestial Dragons (including branding his slaves with the Dragon's Hoof). Naturally, his 'tainted blood' excluded him from the privileged life of royalty, but it did grant him certain attention from his father.
Mainly, being force fed the Shibo Shibo no Mi.
His father used the boy and his new powers as a form of slave disposal. When a slave could no longer work, or he simply got bored of them, he forced Morgan to wring them dry, before tossing out their dried up husks to rot. This was traumatic enough for the boy, without the fact that the process seemed almost pleasurable to the victims (his father often forced him to drai women, justice the sick pleasure). This carried on for some time, until Morgan's twisted father made him do the truly horrific.
Execute his own mother.
Morgan's mother tried to reassure her son, for if he didn't, they'd both be killed, but there was no preventing the horrific damage to the boy's mind. To make matters worse, his father that made him drink the juice afterwards, thoroughly breaking the boy. With him mentally destroyed, his father discarded him, leaving him on Orange Island, where they were at the time.
For the next six years, Morgan lived out a dreary existence, scavenging to survive, curling up in alleyways. Only the memory of his mother prevented him from killing himself, but it was still a bleak existence. The people of Orange Island saw him as some sort of monster, and Morgan is more than happy to agree.

You may want to make him just a slave instead. Or, make it a random Uncharted Island's royalty instead of a Celestial Dragon.
