Personality: Utamaru despite being a low ranked agent believes himself to be better than everyone who isn't a part of the Cipher Pol organization. He often bosses around others around his rank to impress his commanding officers by showing him demonstrating his leadership. Since Utamaru's division is made to take over land to expand the government's power, spy on criminals that seek to tear down the foundation of the government, watch for materials that the world government can use, and to capture/terminate threats to the government he seems to take his job seriously. Utamaru doesn't question the decisions of his superiors, his overall goal is to receive praise from the agent's above him and possibly rank up to be more than just mere grunt. He addresses his superiors whether it be Marine or Cipher Pol as Sir no matter the gender. Being raised under the supervision of the Cipher Pol he has an almost unshakable loyalty to the world government and will do anything to be able to hear a "Good Job" from his superiors. Almost like a son trying to gain the approval of his father.

Utamaru is the son of a Cipher Pol agent who unfortunately died when he was only two years old. Since his father was super skilled in using weapons since the {redacted} family were all skilled in the art of using many different weapons by having an acute memory of how a weapon functions by simply watching how it works. The Cipher Pol believed that this weapon mastery ability to be genetic and with the toddler being under the fundations supervision he'll be loyal to the World Government at a young age. The Cipher Pol raised Utamaru under their ideals with the other trainees, orphaned candidates were the most common but Utamaru did possess the inherent ability to learn how to use weapons on his first try. He was a jack of all trades when it came to weaponry, he found a way to use a six shooter without a trigger, the proper way to hold a blade to do the most damage no matter how sharp it is, heck he even knew how to fire the military cannons which they never allow given that he was only nine.
In secret, with the rise of the devil fruit users the foundation had bought a few fruits on the black market that were supposed to be the real deal. They decided to use Utamaru as a human guinea pig for what they call Project R (Project Replacement since Utamaru was standing in for his father) where they feed the devil fruits to their most talented orphan trainee's. They hoped to enhance their trainee's fighting ability to make them into a proper weapon for the government. So when they obtained the fruit for the cheap price of 100,000,000 barries then added the fruit to Utamaru's lunch an agent watched over the child to make sure he ate it. He was told that he should eat the fruit, that it'll make him a superhero and that he'll finally be able to do missions if he ate that fruit. Of course, Utamaru didn't like having to eat it but when the agent told him that he'll never have to eat broccoli again if he ate that Fruit the child quickly ate it! Though it tasted bitter he'll never have to eat broccoli ever again but the true test was when he was tasked with swimming a few days after. When Utamaru got into a pool he sank like a rock to the bottom while he was kicking trying to move forward. While one of the agent's dove in to save him from drowning it did prove that the artificial fruit they made had worked and now they waited to see what kind of abilities the fruit gave Utamaru.
Time went on, Utamaru's skills with weapons were still good however he didn't show any new supernatural abilities. That was until he was told to teach some new recruits to fire a musket, when he told the group to ready, the muskets moved from their hands and got themselves ready. He told them to aim for the targets, the muskets dropped to aim at the targets as though they were being controlled by something invisible. Then he told them to fire, which they all hit the targets perfectly like he would've done and Utamaru being impressed finally looked at the group who were staring wide eyes at him with the floating weapons! The researchers were amazed by this new change to Utamaru skills, apparently his devil fruit ability allowed him to make weapons sentient and they are able to use his knowledge of weapons to use themselves to the best of their capabilities. They call this fruit the Gun Gun no Mi (Army Army Fruit). With the unlocking of his ability he now performs the duties of a fullfleged Cipher Pol agent, starting up a crew under the name of Project R his name now but a letter. A hired army of one hired to invade, steal, spy, arrest and kill anything against the ambitions of the World Government.....

Especially the part where his hair was used. We don't really know how devil fruits are artificially created in canon yet. All artificial fruits so far have been of the Zoan-type too, which throws another monkey-wrench in your plans. Sorry, mate. Also, "army" can be translated as "gun" in Japanese too. Why not call it the Gun Gun no Mi? It actually fits better. I don't like devil fruits that exceed the two-syllable naming scheme. Lastly, you have to claim the devil fruit first before you put it in your history.
