Personality: Narc O. Lepsi can be described to have the personality of a crime lord, although his appearance can be deceiving as his sense of fashion just leaves him in night clothes, a pillow shaped hat and literal slippers- Lepsi carries himself like a boss that looks down on others. Generally having a rude attitude, Lepsi talks to most others with a distaste for whatever they personally feel like talking about and falls asleep as they speak. In general, Lepsi only cares about results or rather the point of whatever needs to be said, for example if an underling failed to carry out a mission, he wouldn't fault them for it should they have a good excuse after telling him but if they dance around the answer and take forever to tell him he gets violent, but with his lazy attitude if the person is competent enough he might not bother making it into a fight.
Strangely, although he doesn't pay too much attention to what those who he is acquainted with are saying- those who he outright is standing off against or established enemies, maybe even civilians he can get quite pissed off if they make fun of him for whatever reason. It isn't too typical for him to kill, but he likes to make an example that he is to be taken seriously since his appearance might lead many to believe that he is more playful or silly, but he refuses to change how he looks to fit the image of a threatening pirate.
Lepsi finds joy in winning, it's enough to make him smile at the very least. He doesn't have the biggest sense of humor, but things like irony or well timed quotes do put a smile on his face. He doesn't usually laugh, but he does like to laugh as a way of mocking whoever he's up against. It's not typical of Lepsi to show too many emotions, specifically ones such as concern or worry for other people's well beings- it's rare he find himself feeling it anyway, but he rather not actually show it.

Narc O. Lepsi was born on an Bleach Beach island, an island where the sun burned so brightly and where there is a monarchy. The island used to have a balance of the wealthy, middle class and the poor- until the royal family established monarchy took control entirely, and even the poor would disappear as a part of the islands population, but it wasn't like every person became wealthy, everyone became apart of the kingdom, there was the royal family and then the slaves.
As absurd as it sounds, the royal family was incredibly large- The Queen of the kingdom had a child for almost every year of her adulthood and eventually they were able to usurp the island by either banishing citizens or making criminals slaves for as long as they lived. Eventually, the royal family made crimes hereditary, not only would the descendants of those slaves carry on their parents crimes if they died before they could fully live their sentence (which was already mostly impossible) any spark of hope would be snuffed out as the children would be tried with the crime of being born with their parents blood.
Because of the absurd laws in this land- the one rule the royal family had to follow was never to have a child with a slave, among all things. Of course there was one who would break this rule, Saint Mars who fell in love with a slave woman because of beautiful features rare among the slaves. She had beautiful blue hair and lavender eyes- despite her living condition her skin was blemishless- this woman was Narc O. Berri. Her skin was like stainless steel- not a single blemish of any kind even after she had been cleaned of her dirty living space. While it would be described as love, Saint Mars was still with the demeanor of his family, and would follow the rules. If he would happen to get Berri with a child he'd have her dispose of the child immediately.
Eventually the time came when Narc O. Berri couldn't take the emotional scars anymore and requested to Saint Mars she keep the latest child- not only did she request something while being a slave, this child who Mars had left to be disposed of by Berri was still alive. It was on that day she was reminded of her status as a slave when Saint Mars slapped her with a lamp, he hadn't realized she would come to believe she had a say in anything, especially this rule- but even with these beliefs he'd come to regret striking the woman with such anger. She received a blemish, a cut on her cheek that would never fully heal. Although dismayed, it wasn't out of worry- she was no longer the woman he fell in love with, the stainless steel woman with blemish-less skin. With all they have been through with all that occurred- he couldn't send her back with the other slaves in hard labor, he desired to romantically take her life.
Of course, Berri by this time had remembered her humanity- that she had the born right to have a choice, she decided she'd make the choice of allowing her child to live even if she had to die to do it. Berri faked being compliant with Saint Mars ordeal so that she could use ler last free day to put together a plan to allow her child to escape. She had been able to free many slaves from their captivity, with so many of them running rampant, whether they wanted to fight, run away or simply cause panic. The chaos she started by freeing the other slaves all served as a distraction. Berri wanted the royal family to be distracted while she run away with her child. When she escaped the lands walls Berri believed everything was set- on the beach of silver sand she prepared a raft for herself and her child to escape on. Just when she thought she had escaped, Saint Charles and one of his private henchman stood on the silver sand beach, as she was sailing away a gunshot sounded off- and there was a hole between her eyes.
With all of the confusion on the island with a mixture of rage and lack of caring- in that moment Saint Mars couldn't bring himself to care about the child who remained on the aimless dinghy in the sea, for all he knew would sink eventually. Even with a hole in her head- Berri comforted her infant child, who had only been roughly a year old. Although the boy wouldn't grow up to wonder why the corpse of a woman was in a lone boat with him- for he had remembered everything for as long as he had been conscious, from the day his mother as struck. He grew up into a life of piracy, and sought to plunge the world into chaos.

Through a bit of lying and scandal she had been able to free many slaves from their captivity, and began a rebellion[Honestly, I might be nitpicking at this stage, but "a bit of lying and scandal" is not nearly enough to incite a rebellion against a totalitarian rule. We wouldn't need the New Revolutionary Army if rebellions were this easy.]- but this was all a distraction she wanted the royal family to be distracted while she run away with her child. When she escaped the lands walls she came to find her late lover waiting for her- he had known since her deceit what she planned, but he wouldn't allow that. He took a flintlock and put a bullet between her eyes, though he was happy- it was quite the dramatic and romantic death she had.
But with the last of her strength, she sent her child away in the sea, on a basket to drift...away from where she would die. [...You said she had a bullet between her eyes...right? Or was her "stainless steel skin" literal? I don't know how I feel about this regardless XD Because...why would Saint Mars just allow her to crawl away if he intended on killing her? Not to mention, he's so against the existence of a child born from slavery and he's obviously not against killing infants...so...why didn't he kill Lepsi too?] This would accomplish her goal- but the child wouldn't grow up into a peaceful man, he'd remember every detail he was conscious for, and grew up to be a pirate desiring the fall of society as it stood, and plunge the world into chaos.[There are existing stories of infants retaining memory from birth so this isn't the least believable detail in your history. However, it wouldn't hurt to clarify how old Lepsi is at this stage of your bio.]
